The Solution
To solve PDF editing problems in OpenOffice, one could use a program like "PDF Import for Apache OpenOffice". This is a free add-on that allows you to edit PDF files directly in OpenOffice. Once the add-on is installed, you can open and edit PDFs as if they were regular text documents. Changes to text formatting, inserting and moving images, as well as handling form fields and comments is significantly simplified.
